An estanco is a licensed monopoly, not a shop that chose to sell tobacco
Tobacco retail in Spain is a state monopoly operated through licensed outlets, and the number of licences is limited by population. That is why there are five and not fifteen, why they all carry the same red and yellow sign, and why prices do not vary between them. In a directory built on competition, this is one of the few trades that does not really compete on product.
